Mikhail Zurabov, the head of Ministry of Health and Social Development, had offered
to exclude Russian citizens with serious health conditions from the prescription
drug coverage under the federal system of health insurance. This recommendation
will be reviewed by the State Duma on March 23, 2007. According to Boris Gryzlov,
speaker of Lower House, patients with diabetes, multiple sclerosis, oncological and
hematological diseases, hemophilia and other serious diseases, would be denied
insurance coverage. Overall, based on the Ministry's estimate, the change would
affect approximately 300,000 people.
B. Gryzlov reminded that financing of medications for this category of patients
required 20-25 billion rubles in 2006. "If they were excluded from the
prescription drug coverage, the system will be allowed to function normally,
even considering that over half of the patients in this category preferred cash
payments to free medications", said B. Gryzlov.
Mikhail Zurabov's recommendation came shortly after the scandal over government's
delays with providing patients with free medications. Part of Duma's deputies
demanded sacking of the minister, with fraud in Pension Fund still fresh in their
memory. However, the end result was that the minister was given time until March
20th to come up with the proposals to solve the existing problems. Otherwise,
the Lower House threatened the minister with dismissal. Meanwhile, on March 23rd
the State Duma may also consider whether the Ministry of Health and Social
Development should be divided into two separate agencies (the Ministry of Labor
and the Ministry of Health and Medical Industry). Part of the deputies believes
that the social problems are the result of the difficulties in managing such a
large organization (as reported

diseases,

- Medical facilities providing diagnostics and treatment of oncological and
hematological diseases,
- Organizations offering nursing help,
- The process for applying for disability and benefits for disabled,
- Rights to receive free medical care and medications,
- Supporting organizations (charitable organizations, societies and parents'
committees).
The hotline is the first and only project of its kind in Russia. It addresses both
informational and psychological dimensions of oncological problems and as such is a
unique and effective experiment, according to both psychology and oncology experts.
The establishment of hotline was initiated by Igor Shats, professor, the leading doctor
of Medical and Psychological Clinic in St. Petersburg. Professor Margarita Belogurova
oversees medical issues reported to the hotline.
The call center is located at the pediatric oncology unit of City hospital No. 31 in
St. Petersburg, which is a leading clinic in Northwest region of Russia.
The pediatric oncology hotline is a part of "We are with you" project, which
aims at providing psychological help to patients with cancer, their families and
medical professionals. This project has been organized by Happy World Fund in
cooperation with leading mental health research organizations and psychologists of
St. Petersburg.
26.09.2006 Alesha Levantuev is starting radiation therapy.
He urgently needs Dipeptiven (6 bottles with 100 ml each). A bottle of this medicine costs 2,000 rubles.
18.09.2006 Maxim Chistov was diagnosed with a relapse of aspergillosis.
He needs another course of treatment with Cancidas.
15.09.2006 Anton Terekhov started pre-transplantation
chemotherapy. Starting Monday, Anton will need blood donations (group I(+)).
06.09.2006 Dariko Salia developed
a new infection in her lung. All the previously used medications
have proven to be ineffective. Dariko's doctors decided to prescribe her Cancidas,
the cost of which is $700 per bottle. Dariko will need 15 of them.

Alesha Grigoriev will have a computer tomography.
The cost of the test is approximately 12,000 rubles.

was hospitalized with severe stomach pains. Her liver is enlarged. Until Monday, she will stay at the hospital (it will cost 7,150 rubles
as her family has to pay for any medical care). The cause of stomachaches and further treatment are being studied.
26.04.2006 Vladimir Krasikov’s family and co-workers collected 15,000
euros for the bone marrow donor search. He still needs help with paying for medications in post-transplant period.

25.04.2006 AdVita Foundation initiated fund-raising for

25.04.2006 We would like to thank everyone who responded and helped
Misha Chervinsky. Thanks to Dmitry, Vassily
and two anonymous donors we were able to collect 18,400 rubles. Now Misha has enough Hepsera to last until the end of May.
To complete the course of treatment, we need to buy this medicine for five more months, which will
cost $2,900 (five months * $580).
24.04.2006 This week we have to pay off our debt for Vfend for
Dariko Salia. Currently, we lack 53,000 rubles.
18.04.2006 Azat Fattakhov is a 20-year old boy, currently staying at the bone marrow transplant clinic.
His BMT is scheduled for April 18th. He came from Ufa to receive related bone marrow transplant from his mother.
Azat and his mother do not know anybody in St. Petersburg and they need help finding blood donors. Azat's mother is a doctor,
so their income is very limited and they cannot afford to pay for thrombocytes (4,900 rubles a pool).
Azat has I (-) blood type. In addition, during the next week, Vika Bystrova will be admitted to the pediatric unit of BMT clinic,
also for related bone marrow transplant. She too will need blood donations of I (-) type.

06.04.2006 Thirteen years had passed since Misha was found to have Stage IV
abdominal lymphoma. Several times he was between life and death; he underwent two operations, intensive chemotherapy
and he won! He is now in a stable remission and has an encouraging prognosis. However, we have to deal with a new problem.
As a result of numerous blood transfusions and operations, Misha got infected with hepatitis B and C viruses.
For a long time, the therapy was unsuccessful. It is a long story, but I managed to find the money to pay for Lamivudine
and interferon-alpha, as well as Combivir, and after the therapy, Misha got hepatitis C under control. In order to treat hepatitis B,
Misha needs therapy with Hepsera (adefovir) for at least a year. The cost of medication is 15,000 rubles a month.
Misha received 4-month supply of Hepsera as a donation, but we need to pay for the remaining six months. Misha's doctor
believes that he could develop cancer again due to his untreated viral infection. If he gets liver cancer, it will be a
death sentence. The therapy we were offered, however, brings complete cure to some patients.

Kirill Vazhenin feels well, and he may be transferred for remaining treatment and rehabilitation to
the hospital No. 31. Unfortunately, federal budget does not pay for many expensive medications, which Kirill will
soon need.
15.02.2006 On February 15, International Childhood Cancer Day, volunteers of Advita
fund and "Eva", "St. Petersburg parents" and "Missionary Forum of deacon Kuraev" Internet
forums distributed over 5,500 flyers to the visitors of movie theater chain Kronverk-Cinema. The flyers contained information
about the ways to help children with oncological diseases in St. Petersburg.

08.02.2006 On February 4th the Lensovet Theater staged a performance, Oscar and the Lady in Pink,
based on a play by E. E. Schmitt about a child who is dying from leukemia. The performance was a one-woman show by
Alisa Freindlikh directed by V.B. Pazi. After the play, the volunteers of Advita Fund and "St. Petersburg parents"
forum distributed close to 500 flyers to the theatergoers and answered their questions. The flyers contained information about
the ways to help children with cancer that live in St. Petersburg.
